The TN may be developed in phases, or sections, based on a phasing plan, submitted
as part of a General Plan, to be included as part of the Site Plan application. If
any section includes modifications, deemed to be substantial by the Development Services
Department, the Development Services Director may require submission of a revised
General Plan to the Planning Commission, demonstrating that the overall land use,
intensity of use, circulation and open space is consistent with the intent and purposes
of the previously approved Site Plan.
