§ 15-66. Prerequisite to issuance of franchise.

No refuse collection franchise will be granted unless:
(1)

The city council determines that the application as required by section 15-63 is true and correct.

(2)

The city council determines that the proposed operation of the refuse collection service will be in compliance with all provisions of this article, the city Charter, and all applicable state and federal statutes and regulations.
