§ 9-27. Registration.

  • (a)

    The city offers a voluntary bicycle registration program as a service to assist in property identification.

    (b)

    Persons wishing to register their bicycles may do so at either a participating bicycle shop or at the police department. A registration form, provided by the department for such purpose, shall be filled out and signed by the owner of the bicycle.

    (c)

    A fee of two dollars ($2.00) shall be paid at the time said registration form is filled out.

    (d)

    Upon registration, the bicycle owner of each bicycle shall receive a decal and card. The decal shall be permanently affixed to the bicycle in such manner and location as directed by the police department.

    (e)

    On application by a bicycle sale or repair shop (business owner) located within the city limits, the police chief may issue pre-numbered registration and corresponding stickers.

    (1)

    A business owner as designated above under this section may issue a registration certificate and decal for any bicycle sold or repaired in their shop that is or will be owned by someone that must comply with subsection 9-27(a).

    (2)

    To receive additional pre-numbered registration certificates/stickers, a business owner of the for sale or repair shop must:

    a.

    Provide the police chief with documentation on the use of each registration certificate previously received by the business owner;

    b.

    Void and return each unused registration/sticker; and

    c.

    Remit the registration fees collected by the business owner to the police chief, less any administrative fee authorized above on a monthly basis and file remittance (fees and registration information) by the tenth day of the following month.

    (3)

    At the end of calendar year, a business owner shall pay the registration fee on a sticker tag not accounted for or voided and returned to the police chief.

    (4)

    The police chief may refuse to provide a business owner with additional registration/stickers if the business owner fails to document the use of or return each registration/sticker issued to the business owner by the police chief.

    (5)

    The police chief may require a business owner to remit registration/sticker fees collected by the business owner, less any administration fee established herein, on demand.

    (6)

    For the program to be effectual, bicycle owners should re-register bicycles upon any transfer of ownership.
