Any person operating a beach concession to include renting or leasing, or so exhibiting
for rent or lease, any surfboard, float, umbrella, bicycle, boat or ski-boat or other
beach or recreational equipment, or selling any amusement ride or product shall while
conducting such beach concession business have the permit required by this article
in his possession at the specific location for which the permit was issued.
