§ 8-35.1. Rules for surfing contests.
A holder of a park board of trustees for the city surfing contest permit shall:
(1)
Have the surfing contest permit present at the site of the surfing contest during the contest.
(2)
Require all contestants to use surf leases while surfing.
(3)
Provide contestants with highly visible surf jerseys/rash guards and require their use during heats.
(4)
During the period from May 15 th to Labor Day, all surfing contests shall be held in a designated "multi-use area" as authorized by the park board director and the surfing contest permit.
(5)
A fully stocked first aid kit shall be readily accessible at all times during the contest.
(6)
All contest participants and contest staff entering the water as part of their duties must sign a waiver of liability in a form drafted by the park board of trustees, releasing the park board and the city from any and all liability due to the contestant's or contest official's participation in the contest acknowledging that that the Gulf of Mexico is inherently dangerous and that the contest participants and contest staff enter the water at their own risk.
(7)
As a condition of being granted a surf contest permit, the contest permit holder shall retain copies of all waiver of liability forms for a period of three (3) years from the date of the contest and upon request of the Galveston Island Beach Patrol, the park board of trustees of the city, or the city, shall provide the requesting entity or entity with copies of all waiver of liability forms completed by contestants and contest staff.
