§ 7-16. Refusal to allow impoundment; unauthorized release of animals.

(a)

Refusal of any owner or the person in possession or control of any animal to allow or permit the animal control officer to take custody of such animal for impoundment shall constitute a separate offense hereunder. The owner causing such refusal shall be subject to a fine of not less than two hundred dollars ($200.00) nor more than two thousand dollars ($2,000.00) per day of violation.

(b)

It shall be unlawful for any person to release an impounded animal except upon approval of the director.
