§ 36-222. Sewer expansion policy.

  • (a)

    The city will make sewer taps at the fee provided in section 36-146 of this Code where a sewer main of adequate size exists adjacent to or within one hundred (100) feet of the property to be served, and where the downstream mains are of adequate size to receive the additional flow without danger of overflow.

    (b)

    Where extensions are requested over the one hundred (100) foot maximum, the applicant shall pay the total cost of the extension, including installation, right-of-way and engineering costs. The new main so installed shall become the property of the city upon completion and acceptance by the city.

    (c)

    Sanitary sewer extensions will be made only in public rights-of-way or in clear utility easements of not less than ten (10) feet wide at ground level.

    (d)

    In the event that an extension of an existing sewer would, in the opinion of the director of utilities and the city engineer, cause an overload of existing facilities, then the new construction shall include all work necessary downstream from the actual extension to prevent an overload. The applicant shall pay the total cost of the modification of the downstream work including construction, right-of-way and engineering costs.

    (e)

    Where sewer lines are rerouted for the benefit or convenience of the property owner for any reason, including the abandonment of easements, streets or alleys, the property owner shall pay the total cost of rerouting, including increasing the line size to the prescribed size as determined appropriate by the director of utilities. Where the city desires improvements in addition to the above, the city shall pay the cost of additional improvements.

    (f)

    Taps will not be permitted where the lowest fixture or opening installed on private property is lower than one foot above the rim or top of the nearest downstream manhole. This provision is intended to prevent overflow onto private property in the event of a surge in the main line.

    (g)

    In the event that adequate size sewer lines are available, but the grade differential cannot be met, the property owner, at his expense, shall install and maintain a pumping facility for transporting sewage to the city main. A suitable anti-backflow device shall be installed in the private force line.
