The city shall comply or require compliance with the requirements of CFR, Title 40, Chapter 1, Subchapter E, Part 35, as published in the Federal Register, August 21, 1973, entitled
"User Charges and Industrial Cost Recovery," together with all amendments and additions
thereto. All industrial users, as defined therein, shall have provisions for the industrial
cost recovery system included under the special provision of the permit (section 36-192)
issued by the city. Industrial waste charges shall be determined, assessed and collected
in accordance with the rate schedule presented in section 30-181 of this Code.
