§ 36-110. Septic waste haulers.

  • (a)

    Septic waste hauler vehicles holding a valid dumping permit issued by the county health department shall be allowed to discharge the contents of their holding tank only at authorized dumping stations as designated by the director of municipal utilities. No septic waste haulers shall discharge waste into a city sanitary sewer manhole.

    (b)

    Septic waste hauler vehicles shall be charged either an "inside city fee" or an "outside city fee" depending upon whether the load being dumped in the City of Galveston wastewater treatment plant was collected inside the city limits, or outside of the city limits of the City of Galveston, Texas.

    (c)

    Septic waste hauler vehicles shall be charged an inside city fee for all loads collected within the city limits of the City of Galveston. Septic waste hauler's vehicles charged the "inside city fee" shall be charged a fee for each waste hauler vehicle tank load capacity unloading at the main treatment plant, according to the following fee schedule:

    1,201 to 2,500 ..... 50.00

    2,501 to 3,500 ..... 60.00

    3,501 to 4,500 ..... 100.00

    4,501 to 6,000 ..... 150.00

    (d)

    Septic waste hauler vehicles shall be charged an outside city fee for all loads collected outside the city limits of the City of Galveston. Septic waste hauler's vehicles charged the outside city fee shall be charged a fee for each waste hauler vehicle tank load capacity unloading at the main treatment plant, according to the following fee schedule:

    3,100 to 4,000 ..... 130.00

    4,001 to 6,000 ..... 180.00

    (e)

    The city shall have the right to reject any load which in the city's opinion would cause harm to the operations of the wastewater treatment plant. Each load shall be tested by a qualified laboratory technician to determine the contents of the load prior to acceptance by the city. The septic waste hauler operation shall pay all costs of this test and may hire a qualified commercial laboratory to test the waste. If there is any doubt as to the acceptability of the waste, the city will refuse to accept the load.

    (f)

    Users of this service will be billed monthly based on the number of dumps made according to the city records. Bills shall be considered due and owing upon receipt. Unpaid bills shall constitute a delinquent, past-due account, and dumping privileges shall be discontinued until such account has been paid in full.

    (g)

    Revenues received from the septic waste hauler dumping fees shall be utilized to help offset the costs of implementing and maintaining the industrial wastewater pretreatment program of the City of Galveston.

    (h)

    Sludge with concentrations of over two thousand (2,000) mg/l shall pay a fee of five cents ($0.05) per gallon, and charged according to the waste hauler vehicle tank load capacity.
