§ 32-105. Determining precedence for placement of new messages.

  • (a)

    Public institutions. Any new public institution as specified in the requirements for application will be eligible for directional signage. If there is a conflict between the institution's signage needs and the existing directional messages, the following criteria shall be used to resolve the conflict:

    (1)

    Where a public institution requires a change in direction message, a pass-through message may be replaced. If the sign contains only messages with directional changes, then the next public institution may replace the attraction with the lowest number of visitors, but may not replace another public institution, a geographic area, a historic district, or a park.

    (2)

    Where a public institution requests a pass-through message, an existing pass-through message may be replaced only under the condition that there is no room for a pass-through message elsewhere.

    (b)

    Attractions. When a new attraction or an existing attraction meets the requirements for qualification, it will become eligible for directional signage. If there is a conflict between the attraction's signage needs and existing directional messages, the following criteria shall be used to resolve the conflict:

    (1)

    Where a new attraction requires a change in direction message, a pass-through message may be replaced. If the sign contains only messages with directional changes, then the new attraction may replace another attraction only if the new attraction receives more visitors, but may not replace a public institution, geographic area, historic district, or a park.

    (2)

    Where a new attraction requests a pass-through message, only a pass-through message for an attraction with fewer visitors may be replaced only under the condition that there is no room for a pass-through message elsewhere.

    (c)

    Geographic areas, historic districts, parks, and general messages. If an organization requests a new directional message for a geographic area, historic district, park or general message that is in conflict with existing directional messages, the following criteria shall be used to resolve the conflict:

    (1)

    Where a new change in direction message is requested for a geographic area, historic district, park or general message, a pass-through message may be replaced. If the sign contains only messages with directional changes, then no directional message may be replaced.

    (2)

    A new pass-through message for a geographic area, historic district, park, or general message may only be placed where there is additional room.
