§ 32-7. Permits for parades and processions.

  • Any person or organization desiring or intending to hold or conduct a parade or procession upon any of the streets or other public places within this city shall make application therefore to the city manager for a permit for such parade or procession. It shall be unlawful for any person or members of any organization to parade or to join in any procession upon any of the streets of this city until and unless the city manager has issued such permit. Upon granting of any such petition to hold a parade or procession upon any of the streets of this city, the chief of police shall assume direction of such a parade or procession.

    The permitting provisions of this section shall not apply to the Galveston Mardi Gras period, such period being from the second Friday preceding the day of Mardi Gras, that being the Tuesday immediately preceding Ash Wednesday of each year, through the day of Mardi Gras. During this twelve-day period, The Knights of Momus working in conjunction with recognized organizations shall coordinate all Mardi Gras parades. The city manager shall be given advance notice of these parades, and all matters relating to police and fire protection, trash and debris cleanup, and emergency vehicle routes shall be subject to his approval. Requests and approvals required hereunder shall be resolved at least thirty (30) days prior to the beginning of the Mardi Gras period. Separate permits shall not be required for each parade; however, such Mardi Gras parade will be subject to the provisions of section 6-17(b) and section 6-18(a), (b), and (d) of this chapter. The city manager shall make regular reports to the city council on the activities of the Mardi Gras period.
