Those rules and regulations set forth in that certain document entitled "Personal
Policies and Procedures Manual and Handbook," a certified copy of which has been placed
on file in the offices of the city secretary, is hereby declared to be the official
personnel rules and regulations of the city and are as such to be and remain binding
upon all personnel in the employ of the city. Said "Personal Policies and Procedures
Manual and Handbook," is enacted and incorporated into this Code to the same extent
as though same were copied and repeated at length and verbatim herein.
