§ 20.5-17. Establishment of entertainment areas and admission fee.
(a)
Two (2) weekends of Mardi Gras celebration.
(b)
During the two (2) weekends preceding Ash Wednesday, the designated area for celebration shall be downtown street rights-of-way, including sidewalks, from 25th Street to 19th Street. The specific boundaries, dates, and times of the celebration shall be designated annually or per agreement upon mutual agreement between the city and the exclusive concessionaire or other approved entity.
(c)
On any other weekend of celebration as designated by the city council, the area for such celebration shall be determined by the city, such agreement shall set forth the specific boundaries, dates and times of the celebration and designated annually.
(d)
To operate the celebration, the exclusive concessionaire of the celebration will require an entry fee of at least one dollar ($1.00) per entry into the celebration with the final entry fee negotiated between the city and the exclusive concessionaire. The organizer or promoter must submit a physical and electronic copy of the documentation for the number of entries at the event and forward the documentation and entry fees to the city within thirty (30) days of the end of the event.
(e)
The exclusive concessionaire shall provide at no cost, a pass to each resident, as well as a reasonable number of guests of the resident, living within the entertainment district, to allow access to the residence without the payment of the entry fee to the entertainment area. The exclusive concessionaire shall provide at no cost, a pass to each employer and employee to allow them access to their place of employment without the payment of the entry fee to the entertainment district. Application for employees shall be made by their employer and shall be supported by reliable employment records with personal data redacted. The residents and employers must make application to the concessionaire at least seven (7) days prior to the first day the entertainment district is physically created.
