§ 20.5-6. Permit process.

  • All float and/or truck parades participating during said Mardi Gras parade season shall be subject to the following regulations:

    (1)

    Requirement of permit. No person, group or persons or organization desiring to stage, present or conduct a Mardi Gras parade shall do so without first applying for and obtaining a permit from the city manager. Application for such permits should be made no later than seventy-five (75) calendar days prior to the Mardi Gras parade season, unless the city manager grants an extension.

    (2)

    Permits limited to nonprofit organization. No permit shall be issued under the provisions of this chapter except to nonprofit organizations.

    (3)

    General conditions. Permits shall be for the same position, route and time as the parade permit issued to the nonprofit organization in the previous Mardi Gras season. Positions, routes, dates and times may be changed by the city manager as hereinafter provided.

    (4)

    [ Transferability. ] Permits are nontransferable.

    (5)

    Permit application requirements. Before any applicant may be issued a permit under the provisions of this chapter, he or she must submit the following to the city manager or his designee:

    a.

    Reviewing stands. The application for the parade permit shall designate the site of the official reviewing stand and the number of additional stops elsewhere for the parade. Applicant shall provide the purpose of the additional stop. Additional stops other than the official reviewing stand shall be authorized by the city manager and or his/her designee upon showing of good cause.

    b.

    Permit fee. All organizations desiring to have one (1) or more parades shall pay the applicable permit fee per truck parade and/or Mardi Gras parade of two thousand dollars ($2,000.00) save and except the Children's Parade and the Krewe of Barkus and Meoux Mardi Paw Parade. All organizations desiring to have one (1) or more processions shall pay the applicable permit fee per procession. One thousand five hundred dollars ($1,500.00) save and except the Children's Parade and the Krewe of Barkus and Meoux Mardi Paw Parade. All permit fees are nonrefundable.

    c.

    Staging and disbanding areas. Each organization shall provide the city's traffic superintendent schematic parade and staging lineup plans which designate the number of floats, minifloats, band vehicles, marching groups and all other components of the parade and locations where streets or public property will be impacted. The schematic must be provided no later than thirty (30) calendar days to the traffic superintendent who shall have final approval for the parade and staging lineup. Each organization is responsible for providing its own security and accepts full responsibility for all property, personal items, rider and other participant's safety.

    d.

    Staging cleaning deposits. Organizations must properly dispose of waste and garbage throughout the term of the event at the staging area. Upon conclusion of the event, the area must be returned to a clean condition. All costs for clean-up are the responsibility of the applicant. Every applicant, upon approval of the application shall post a cash deposit in the amount of one thousand dollars ($1,000.00). The deposit shall be applied to cover any cost to the city of cleanup. The city shall promptly return the remaining funds to the organization, along with an accounting of any costs to which the deposit, in whole or in part, was applied.

    e.

    [ Authority to remove. ] The police and/or the fire department may immediately remove a structurally unsound float, minifloat, piece of equipment or other apparatus from the parade.

    f.

    Insurance certification. Each organization shall provide a certificate of insurance that meets the insurance requirements of this chapter.

    g.

    Structural certification. Each organization shall provide to the city manager at least thirty (30) days prior to the date of the parade a certification from the builder of the structural elements of its floats that each float is structurally sound and meets the physical and safety requirements of this chapter. Each such certification must be renewed annually and dated within sixty (60) days prior to the date of the parade.
