    The minimum fee for issuance of any permit shall not be less than twenty dollars ($20.00).

    (d)

    Additions to old work shall be charged for at the same rate as new work. On moving and relocating of electrical equipment authorized to be done by a licensed electrician or an electrical sign contractor for which a permit inspection fee is not otherwise provided for in this chapter, the minimum fee shall apply. No fee shall be charged for routine reinspections of electrical installations.

    (e)

    If, after the first visit to a job on notice to inspect the same, it is necessary to return to reinspect any work whether from a defect or the work not being ready, the inspector will return only on another notice not less than twenty-four (24) hours thereafter, and shall charge a fee of twenty-five dollars ($25.00) for so doing.

    (f)

    All electrical permit, inspection, fixture and appliance fees shall apply except that if any person shall make application for permit, as provided herein, after the work has been started and after the work has been partially completed or concealed, such person shall pay double the fee or fees which would ordinarily be required. These double fees shall be paid by the person to whom the permit is issued. The provisions of this subsection shall not apply to emergency repairs, provided that the person doing the work applies for a permit before the close of the next regular business day during which the building division is open.

    (g)

    No permit fee shall be required for work undertaken by the city, the state, the county or the United States of America, when the proposed work has been designed by a registered professional engineer, licensed to practice in the state, who has certified that the design meets all requirements of this chapter, and that he or a competent aide will supervise all electrical work on the described project. Plans and estimates must be submitted to the city electrical inspector prior to commencement of installation. Where a governmental agency otherwise exempt under the provisions hereof, requests a permit to be issued and for inspections to be made, the building official or his authorized representative is authorized but not required to issue such permit and make such inspections, and any such permit so issued shall be without fee and shall be stamped "No Fee—Governmental Agency."
